Press Release: Flood Forces Relocation of Teens at Green Ridge Youth Center

Western Maryland, May 30, 2023 – In mid-May, fifteen teenagers were relocated from the Green Ridge Youth Center after severe flooding caused by torrential rain affected the facility, particularly the gym and sewage system. Staff from Green Ridge have since been caring for these youths at the Backbone Mountain Youth Center, located an hour away, while ensuring they continue receiving essential services.

The Maryland Department of Juvenile Services (DJS) stated the move was made "out of an abundance of caution." Communication with parents confirmed the teenagers’ care would be uninterrupted during this transition. On May 21, Patti Cleaver, executive director of DJS’s behavioral health services, noted plans to maintain unified placements for the relocated teens.

Initial expectations were set for the teens to return to Green Ridge once conditions improved. However, after inquiries regarding long-term plans, DJS announced that Green Ridge would reopen on June 2. The center has been grappling with an increase in violent incidents against staff, resulting in approximately half of the workforce on leave due to injuries.

The rapid series of internal communications regarding staff assignments created confusion. Staff received conflicting messages about their reassignments, leading to a brief period of uncertainty. On May 26, agency officials clarified that no immediate staff reassignments would occur and expressed gratitude for their commitment during this transitional phase.

President of the Maryland Council 3 union, Patrick Moran, welcomed the decision to maintain operations at Green Ridge, emphasizing the necessity for ongoing dialogue between DJS and union representatives to prioritize the safety and care of the youths served at the facility. With approximately 60 employees at Green Ridge, any potential closure would require advance notice to lawmakers, according to state law.
