The Georgia House of Representatives passed two important bills related to the city of Cleveland during this legislative session. The first bill authorizes the municipal court to charge a technology fee, which will be a surcharge on every criminal fine paid, not exceeding $10. The funds collected will be managed separately by the city’s chief financial officer and clerk of court, and can be used to support the technology department or police department.
The second bill involves a new charter for Cleveland, which was approved by the city council in January and needed legislative approval to take effect. This updated charter grants the city council more authority to supervise and remove department heads, as well as determine their salaries and benefits. This new charter is the first update to Cleveland’s governing document since 2013.
Both bills, House Bill 591 and 592, were sponsored by state representatives Stan Gunter and Will Wade, and were passed by the House on Feb. 27. The Senate has read and referred both bills for further consideration. These legislative changes aim to provide Cleveland with more flexibility and resources to effectively manage its municipal operations.
