Senate committee considers legislation mandating surveillance cameras in nursing homes and assisted living facilities


75-year-old dementia patient Ellsworth Johnson-Bey passed away in September 2022 after suffering from multiple health complications following a fall at an acute care center. The fall, which was captured on video, led to the arrest and conviction of geriatric nursing assistant Obiageriaku Iheanacho for assault and abuse of a vulnerable adult. Attorney General Anthony Brown is advocating for a state requirement to install video cameras in nursing homes and assisted living facilities to prevent future incidents of abuse.

While Brown argues that the use of video evidence is crucial in securing justice for victims, opponents cite concerns about the costs of implementing such a requirement. The estimated cost of purchasing and installing equipment ranges from $50,000 to $200,000, with additional annual maintenance and storage costs. The bill would mandate the installation of cameras in common areas and require continuous video capture for at least 120 days.

Critics, including Allison Ciborowski, president of LeadingAge Maryland, argue that the financial burden would be particularly challenging for smaller, rural communities. Despite differing opinions on the bill, the issue of protecting vulnerable residents in nursing homes remains a top priority for legislators.
