Challenges Persist in Maryland Middle Schools Despite Academic Improvement


Maryland schools are showing improvement in academic success, as reported by the State Department of Education. However, a closer look at the data reveals a middle school problem in the state. The 2024 school report card shows progress, with more schools earning higher star ratings than in previous years.

Dr. Joshua Michael, President of the Maryland State Board of Education, acknowledges the progress but emphasizes the need for further improvement in school quality across the state. The report card rates schools based on student achievement, growth, and graduation rates.

A deeper analysis conducted by Project Baltimore shows that elementary schools in most areas earn an average of four stars, while middle schools generally perform worse. Baltimore City’s middle schools received an average of two stars, similar to Baltimore County. High schools in Howard and Carroll Counties maintained a four-star rating, while Baltimore City’s high schools earned three stars, barely meeting the cutoff.

Overall, the data indicates areas for improvement, particularly in middle schools, across Maryland’s educational system.
