Biden’s meeting with Vietnam leader aims to strengthen ties and reduce influence of China and Russia

President Joe Biden met with Vietnamese President To Lam to deepen relations with Vietnam, counter China and Russia, and accelerate their strategic partnership. They discussed investments in semiconductors, cybersecurity cooperation, and regional maritime disputes. Lam emphasized Vietnam’s commitment to independence, self-reliance, and multilateralism.

During his visit to the U.S., Lam also met with representatives of U.S. companies, including Meta, to expand investments in Vietnam. He requested support for removing Vietnam from the list of non-market economies and cooperating on semiconductor supply chains. Biden’s previous visit to Hanoi resulted in deals on semiconductors and upgraded diplomatic ties despite human rights concerns.

U.S. Rep. Michelle Steel urged Biden to address human rights abuses in Vietnam during his meeting with Lam. The senior U.S. official noted discussions on economic cooperation and a strategic approach to the region. The meeting was seen as important for Lam to consolidate power and showcase Vietnam’s balanced position between major powers.

Vietnam argues against its NME label and seeks closer ties with the U.S. as a counterbalance to China. However, concerns about Vietnam being used as a manufacturing hub by Chinese firms have raised opposition. Biden’s meeting with Lam highlighted the complex dynamics of Vietnam’s foreign relations and the challenges of navigating regional geopolitics.
